It seems that US 7400207 is fully anticipated by both US 2005/0007118 A1 and APPLIED PHYSICS LETTERS VOLUME 84, NUMBER 14 5 APRIL 2004 "Microfabricated alkali atom vapor cells". Is this not the case?

It looks like one would need to dig into the provisional applications to see which patent doc came first. THe provisional of the '207 was filed 1/6/2004 a few months before the '118 application was filed on 4/8/2004. But the '118's provisional was filed a year before that on 4/9/2003. It looks like the paper was published 3 months after the provisional of the '207 was filed. I made this a comment and not an answer because I have just looked at the dates, not the substance. – George White Feb 7 at 17:30
