Essentially, I am wondering if there are more specific plans or details that I could attain to more efficiently and accurately construct the product this patent claims? Thanks in advance.

This is off topic. This patent is owned by the US Army. There may be published reports on the work. I would not plan on infringing something owned by the US gov. – George White Mar 12 at 3:44
